Lake Forest is where our office is. It sits along I-5 between Irvine and Mission Viejo and runs northeast up to the foothills of the Santa Ana Mountains. The city was known as El Toro until it incorporated in December 1991 (City of Lake Forest), and the newer planned areas of Foothill Ranch and Portola Hills are now part of it as well (background).
What follows is a practical guide for buyers. It covers:
- how the different parts of the city differ in housing
- which areas carry special taxes and HOA dues
- where the state's 2025 fire hazard map puts the higher-risk zones
- what current home values look like, and why the popular websites disagree
Lake Forest at a glance
The Census Bureau counts 31,821 housing units in Lake Forest:
- about 53% single-family detached homes
- about 19% attached single-family homes such as townhomes and duplexes
- most of the rest in buildings with two or more units
About 70% of occupied homes are owner-occupied (ACS 2020-2024).
The different parts of the city
The two lakes
The city's name comes from its two private, man-made lakes. Each belongs to its own homeowners association, and use of the lake and clubhouse comes with membership in that association. Living nearby doesn't include access.
- Lake Forest I is run by the Lake Forest Community Association. Its Beach & Tennis Club on Ridge Route Drive lists pools, a swim lagoon, tennis and pickleball courts, a weight room and a lounge overlooking the lake (association site).
- Lake Forest II is run by the Lake Forest II Master Homeowners Association, established in 1970. It describes itself as a private community of 3,436 homes where membership is required for every owner, with the Sun and Sail Club as its clubhouse (association site).

Much of the housing around the lakes predates the master-planned areas to the northeast. If lake access matters to you, confirm that the specific address is inside the association. The title report and HOA documents will show it.
Foothill Ranch
Foothill Ranch is a master-planned community in the northern part of the city, completed in the mid-1990s (background). Its master association had 2,791 homes in 2019, according to its management company, and has been professionally managed since it formed in 1990 (FirstService Residential). Some neighborhoods also have their own sub-association, so check whether a home carries two sets of dues.
Portola Hills
Portola Hills sits on the hillsides at the northeast end of the city, along Santiago Canyon and near Whiting Ranch Wilderness Park. Most of its tracts were built from the late 1980s into the early 1990s (background). It borders open space, which buyers enjoy and which also puts it inside the state's Very High fire hazard zone. More on that below.
Baker Ranch and Portola Center
Baker Ranch and Portola Center are the largest of several new neighborhoods the city has approved. Others include Serrano Summit by Lennar (City of Lake Forest) and The Meadows by Toll Brothers (City of Lake Forest).
Baker Ranch, developed by Shea Homes with Toll Brothers, was planned for 2,379 homes on former nursery and farm land in the northwest part of the city (2013 report).
Portola Center covers about 196 acres near Glenn Ranch Road and Saddleback Ranch Road, with 926 homes at buildout. Its builders are Baldwin & Sons (The Oaks) and Landsea (IronRidge). The plan includes a 5-acre public park, three private neighborhood parks, and a 1.5-mile perimeter trail (City of Lake Forest).
Special taxes and HOA dues
The City of Lake Forest says it does not currently sponsor any Mello-Roos taxes, and that the sponsoring agencies for Lake Forest properties include the County of Orange and local school and water districts (City of Lake Forest). Two county districts are the ones buyers ask about:
- Baker Ranch was included in County CFD 87-6, but the landowner paid its share in cash. In the city's words, the new homeowners in Baker Ranch do not pay Mello-Roos taxes (City of Lake Forest).
- CFD 87-4 was the Foothill Ranch district. Both of its bond series reported nothing outstanding in 2018-19 and a final maturity of August 2019 (OC Treasurer).
When we checked sample parcels across Foothill Ranch, Portola Hills, Baker Ranch, Portola Center and the lake neighborhoods on the county's tax map in September 2026, none showed a Mello-Roos line. Their base rate was about 1.06% of assessed value (county tax map). That was a sample, not every home, so still check the specific parcel.
The practical answer is to look up the address. Special taxes appear under "Special Assessment Charges" on the county tax bill, and the county's tax map lets you search by address (OC Treasurer). Our Mello-Roos and HOA guide explains what to look for and which documents a seller has to give you.
Fire hazard zones
On March 24, 2025, CAL FIRE sent Lake Forest new fire hazard severity zone maps identified by the State Fire Marshal. State law required the city to adopt them by ordinance, and the new zones are larger than those on the city's 2007 map. The zones affect defensible space rules and building code requirements for new construction, and they can affect what sellers must disclose (City of Lake Forest).
On the 2025 map (PDF), a large Very High zone covers the north end of the city above the 241 toll road, including the Portola Hills hillsides and the upper streets of Foothill Ranch next to Whiting Ranch. A narrower Very High band runs along the northwest edge where the city meets the Irvine open space. Small High and Moderate bands touch the southeast edge near Mission Viejo. The central and southwestern parts of the city, including both lakes and the area around I-5, are not zoned.
The map above traces those zones, but boundaries can split a street, so check any specific address with CAL FIRE's zone lookup.
Recent history is worth knowing. In 2020 two fires in the canyons to the east reached toward Lake Forest:
- The Silverado Fire started October 26 (CAL FIRE). The city's posts at the time listed mandatory evacuations in Baker Ranch, Foothill Ranch and Portola Hills (South OC Beaches).
- The Bond Fire started December 2. CAL FIRE lists evacuation warnings for the Portola Hills area, and the 31 structures lost were in Silverado Canyon (CAL FIRE).
Insurance is the part that most affects a purchase. In or near a Very High zone, get a homeowners insurance quote during your contingency period, before you commit. California's FAIR Plan, an insurer-run pool for owners who can't get coverage from a regular company, is the fallback (Department of Insurance). Our wildfire insurance guide covers it in detail. State rules now require insurers that price wildfire risk to offer discounts for documented mitigation work on the home (Safer from Wildfires).
What homes are worth, and why the numbers differ
If you look up Lake Forest on Zillow and Redfin you will see different numbers, and both can be right. They measure different things:
- Zillow's home value index is a modeled estimate for a typical home in the city, whether it sold or not.
- Redfin's median is the middle price of the homes that actually closed that month.

The April to May change shows why a monthly median can jump. May had fewer sales overall, and a larger share of them were detached houses (54 of 73, compared with 61 of 92 in April). That pushed the median up by $120,000, while Zillow's typical value barely moved.
By ZIP code in August 2026, Zillow put 92630 (most of the city) at about $1.18 million and 92610 (Foothill Ranch and some newer neighborhoods nearby; many Portola Hills homes use 92679) at about $1.23 million. For any one home, recent nearby sales of similar size and condition tell you far more than a citywide number.
Schools
Lake Forest is served by Saddleback Valley Unified School District, whose schools include Lake Forest, Foothill Ranch and Portola Hills elementary schools and El Toro High (SVUSD). School assignment goes by address, and the district's school boundaries page links to a locator where you can enter a full address to see which schools serve it.
Getting around
I-5 runs along the city's southwest edge, with interchanges at Lake Forest Drive and El Toro Road. The 241 toll road crosses the northern part of the city, with interchanges at Alton Parkway, Lake Forest Drive and Portola Parkway (background).
From City Hall, the Irvine Metrolink station is about 4.7 miles by road and John Wayne Airport about 13.5 miles, roughly 20 minutes without traffic. We measured these with OpenStreetMap routing. Rush-hour trips take longer.
Parks and open space

- Whiting Ranch Wilderness Park, about 2,500 acres of oak and streamside canyons, grassland and chaparral, with a trailhead on Portola Parkway in Foothill Ranch (OC Parks).
- Lake Forest Sports Park, 86 acres with 57 acres of fields and a recreation center, opened in November 2014 (City of Lake Forest).
- Etnies Skatepark on Lake Forest Drive, open daily 10am to 10pm, with a signed waiver and membership form required (City of Lake Forest).
- Serrano Creek Park, with a walking path, picnic areas, a reservable shelter and a playground (City of Lake Forest).
Before you make an offer in Lake Forest
- Check whether the address is inside Lake Forest I, Lake Forest II, or another association, and get the dues for every association the home belongs to.
- Look up the parcel on the county tax map for special taxes and assessments.
- Check the fire hazard zone with CAL FIRE's lookup and get an insurance quote before removing contingencies.
- Compare against recent sales of similar homes nearby, not the citywide median.
- Confirm school assignment with the district's address locator.
