Use class: Anaheim's 18.36.040 puts beauty and nail salons, permanent makeup, barbershops, tattoo parlors and massage establishments in Personal Services-General, which Table 8-A (18.08.030) permits in C-NC, C-R and C-G (only laundromats need a CUP when they miss 18.38.150). In the O-L and O-H office zones the use must be accessory to and integrated with an office building. Saunas and spas are Personal Services-Restricted, which needs a conditional use permit in every commercial zone, so a day spa with a sauna should plan for a hearing.

Massage (18.16.070): any massage establishment needs a City operator's permit, applied for through the Planning Director with a Chief of Police investigation, and every person giving massage must hold a CAMTC certificate. A new establishment cannot be within 500 feet of an existing one (measured premises to property line), except inside the Disneyland Resort, Anaheim Resort and Hotel Circle specific plans. Check the 500-foot radius around Massage Envy at 5769 E. Santa Ana Canyon Road before considering nearby space for massage.

Massage build-out and hours under 18.16.070: no massage between 10:00 p.m. and 6:00 a.m., storefront windows must stay transparent into the reception area, no massage may be given in a room with a lockable door unless its only door is an exterior door, and a room with a table shower must be built as a waterproofed shower room. A change of ownership is a major permit amendment, and if an establishment closes for violations, no new massage use can open at that location for 24 months, so ask the landlord about the suite's history.

Med spa classification: 18.36.040 puts laser hair removal with a licensed physician present in Medical & Dental Offices, which is permitted by right in all five commercial zones, while esthetics-only services fall under Personal Services-General. Barbers, estheticians and cosmetologists are exempt from the massage chapter only for massage of the neck, face, scalp, hands and feet (18.16.070.100).
