Anaheim's chain pet operators sit on two corridors. In Anaheim Hills, Santa Ana Canyon Road has Petco with full grooming inside Anaheim Hills Festival, and VCA's 24-hour Yorba Regional hospital (Crystal Drive) and Dogtopia's daycare and boarding (Eisenhower Circle) are nearby in east Anaheim. In the flatlands, Petco's Anaheim Plaza store is on Euclid Street. PetSmart's California list has no Anaheim store (Brea, Fullerton, Orange, Yorba Linda, Garden Grove and Buena Park are listed), so the big box grooming, hotel and day camp format is served from neighboring cities today.

Anaheim Hills’ affluent suburban center — different trade area than the rest of Anaheim. Target, Nordstrom Rack and Hobby Lobby anchor the center, with casual dining, fitness, and family-service retail. The former Edwards theater closed in 2022 and that part of the site is approved for apartments.
Existing operators are the most honest comp for whether a use can support Anaheim rents. These are publicly visible pet service space businesses currently trading in the market.

The only Anaheim hospital in VCA's own location directory. Its page lists emergency care and shows it open 24 hours, the model Anaheim's code allows when animals stay overnight for medical treatment.

Classification and permit: Table 8-A (18.08.030) makes Animal Grooming, Animal Boarding and Veterinary Services 'P/C' in C-NC, C-R and C-G: permitted without a CUP only when conducted entirely indoors under 18.38.270, and a CUP otherwise. Grooming and boarding are also P/C in the O-L and O-H office zones, while veterinary services are prohibited there. An outdoor play yard like Dogtopia's takes a concept out of the by-right path and into a Planning Commission hearing (18.66.040).

Day care is not its own class: 18.36.040 defines Animal Boarding to cover grooming care and overnight accommodation, says Animal Grooming excludes day care, and 18.38.270.060 refers to 'dog day care facility' trash, so expect a doggie daycare to be treated as Animal Boarding. Get that classification from Planning in writing before you sign.

Build-out rules in 18.38.270: odor-reducing mechanical equipment must be installed, screened and shown on the building permit plans; all animal holding rooms must be sound insulated in walls and ceiling; the demising wall and the ceiling of the whole suite must be sound insulated; clients and patients wait indoors, with cats in carriers and dogs on leashes; and outdoor washdown water cannot leave the site (10.09.020). Price the sound insulation of shared walls into the tenant improvement budget for an inline suite.

Parking (Table 42-A): Veterinary Services is 5.5 spaces per 1,000 sq ft, Animal Grooming 4 per 1,000 (the same as general retail), and Animal Boarding 1 space per employee plus 1 per 10 pets. A 2,500 sq ft clinic needs about 14 spaces against 10 for retail, and a boarding use needs its planned animal capacity before the count can be run.

Licensing that shapes the space: a new clinic needs a Veterinary Premises Registration from the California Veterinary Medical Board (initial application through BreEZe, with a managing licensee associated to the premises). OC Animal Care, which the City says provides Anaheim's animal control services, requires an Animal Facility Business License for commercial kennels, grooming parlors, mobile groomers and pet shops, and inspects those facilities routinely.

Specific plans: inside Anaheim Hills Festival (18.108, Table 108-B), grooming and boarding are P/C and veterinary is P subject to 18.38.270 in DA-1, DA-2, DA-3 and DA-5, and all three are prohibited in DA-4. On Beach Boulevard (18.122, Table 122-B), boarding is by right indoors only in the N-C and R-C areas, and grooming indoors in MU-M, MU-H, N-C and R-C.
