Fitness Space in Fountain Valley

Fountain Valley's three large gyms each sit on a different corridor: 24 Hour Fitness at 17200 Brookhurst Street, LA Fitness at 10115 Talbert Avenue and Crunch at 18081 Magnolia Street. Boutique studios are in the Brookhurst and Ellis grocery centers, with Club Pilates in a 1,600 sq ft suite at Callens Corner and Live Metta Pilates in 1,200 sq ft at Fountain Valley Promenade next door. That size matters here, because the code permits a fitness use under 5,000 sq ft by right and sends anything larger to a CUP. EDENS showed three Callens Corner suites open on 2026-09-24 (900, 1,500 and 1,600 sq ft), which is the studio size range.

What to diligence before LOI

  1. 01

The 5,000 sq ft line: Table 2-6 in FVMC 21.10.030 lists 'Health and fitness centers less than 5,000 sf' as permitted in C1, C2, CM and M1 (not CP), and 'Health and fitness centers greater than 5,000 sf' as a conditional use in C1 and C2 only. The table does not say which line a space of exactly 5,000 sq ft falls under, so size the lease below it or confirm in writing. The FY 2025-26 fee schedule puts a full CUP at $4,017.

  2. 02

Studio operating rules in FVMC 21.30.080 (Ord. 1615, 10/1/2024) apply to every fitness use under 5,000 sq ft: at least 15 minutes from the end of one group class to the start of the next, no more than three instructional classes on the premises at once, all activity indoors, amplified sound kept inaudible outside the suite, and acoustic treatment such as panels, insulation and sound-rated doors, with more required after substantiated complaints. A studio that runs back-to-back 50-minute classes on the hour would not meet the 15-minute gap, so check the schedule model against this section.

  3. 03

Events: the same section bars ceremonies, public assembly and entertainment on site unless a temporary use permit is issued, so martial arts belt tests or studio showcases need a TUP. The fee schedule lists special event TUPs at $684.95.

  4. 04

Parking under Table 3-3 (FVMC 21.22.040): health and fitness clubs and indoor recreation park at 1 space per 250 sq ft, the same as retail, while studios for dance and art are 1 per 200. A 1,600 sq ft Pilates suite needs about 7 spaces, and a 40,000 sq ft club needs 160, which is where a shared parking CUP with a licensed engineer's study under 21.22.050(a) comes in.

  5. 05

Large-format and outdoor uses: 'Outdoor commercial recreation facilities' are a CUP in C2 only, and 'Indoor amusement/entertainment facilities' a CUP in C1, C2, CM and M1, so a turf, climbing or court concept should ask Planning which line it falls under. FVMC 21.16.040(b) also requires any new commercial or redevelopment project near existing homes to show compliance with the noise ordinance before approval.

  6. 06

Co-tenancy on Brookhurst at Ellis: Club Pilates at Callens Corner and Live Metta Pilates at Fountain Valley Promenade sit on either side of Ellis Avenue, and the Promenade also lists WW Studio (1,650 sq ft) and Origins Massage and Bodyworks. Ask EDENS and First Washington about existing Pilates, yoga or fitness exclusives before proposing another studio in either center.
