Personal Services is permitted by right in the CO, CG and CV districts (Zoning Code Section 211.04), and the Chapter 204 definition expressly includes barber and beauty shops, permanent makeup such as microblading, eyelash extensions and nonsurgical med spas (laser hair removal, injectables, CoolSculpting). Parking is 1 space per 200 sq ft under Section 231.04, the same as general retail.

Massage needs a city certificate: Chapter 5.24 requires every massage establishment to hold an Establishment Registration Certificate from the Huntington Beach Police Department plus a business license. The certificate lasts one year, renewals are due at least 60 days before it expires, and the department has up to 60 days to act on an application. Build that 60 days into the lease contingency.

Massage spacing: HBMC 5.24.035(A)(2) requires a new massage establishment to be at least 1,000 feet from any other massage establishment, measured from property lines. Massage Envy (7644 Edinger), Hand & Stone (19732 Beach) and The NOW Massage at Bella Terra are already open, so map the 1,000-foot radius around those before you tour a massage or spa site.

Tattoo is separate: Tattoo Establishments (regulated by Chapter 8.72) need a Zoning Administrator conditional use permit and are allowed only in CG, not CO or CV. Microblading and other permanent makeup fall under Personal Services instead, so describe the service menu carefully in the business license application.

Coastal and downtown sites: in the CV district, provision J of Section 211.05 requires the whole ground floor to be visitor-oriented uses, and Section 211.08 calls for a Coastal Development Permit in the coastal zone unless exempt. Pacific City is governed by the Downtown Specific Plan (District 7), so check that plan's use rules before planning a salon there.

State rules that shape the suite: the Board of Barbering and Cosmetology ties an establishment license to the exact address, including the suite number, so a move, a new owner or a partner change means a new license ($50 application fee on form 1020). Before opening, the shop must meet Board requirements for toilets, hot and cold running water, hand washing and potable drinking water. CAMTC certification of individual therapists is voluntary under state law, and CAMTC does not license businesses, so the city certificate above is the establishment approval that matters here.
