Coffee Shop Space in Irvine

Most coffee operators we could confirm in Irvine are tenants of Irvine Company centers. Starbucks' own locator shows 19 company-operated Irvine stores, and Peet's has three in the owner's directories (Crossroads on Barranca Parkway, University Center on Campus Drive and Orchard Hills on Portola Parkway). The five Starbucks drive-thrus all front arterials: Culver Plaza on Culver Drive, Parkview Center on University Drive, Sand Canyon Plaza on Irvine Center Drive, The Market Place on Jamboree Road, and Von Karman Avenue at Barranca in the business complex. A walk-in cafe fits a shop space at Woodbury Town Center, Irvine Spectrum Center or a village center, while a drive-thru needs a site with room for the stacking lane and, in most zones, a conditional use permit.

What to diligence before LOI

  1. 01

Use category: a counter-service coffee bar reads as 'Restaurant, fast food' under Zoning Code Section 1-2-1 (take-out or rapidly prepared food in disposable packaging), while a seated cafe is a 'Restaurant'. Fast food without a drive-thru is permitted in 4.1 Neighborhood Commercial (Section 3-37-19.B.15, prohibited in 4.1C Rancho San Joaquin) and 4.2 Community Commercial (3-37-20.B.24). A freestanding restaurant in Northwood's 4.1A and 4.1B centers needs a CUP (3-37-19.B.14).

  2. 02

Drive-thru: 'Restaurant, fast food (drive-thru)' is a conditional use in 4.1 (Section 3-37-19.C.24) and 4.2 (3-37-20.C.32), except that it is permitted in 4.2L (Quail Hill) and allowed only through a Master Plan in 4.2N (Orchard Hills) and 4.2O (Cypress Village). Section 2-9-4.A makes the Zoning Administrator the approval body for 'Drive-thru' uses, but fast food drive-thru is not on that list and 2-9-4.B sends other conditional uses to the Planning Commission, so ask Planning which body will hear your application.

  3. 03

Stacking study: Section 4-4-7 requires every new or modified drive-thru lane to be separated from vehicle and pedestrian routes and striped, and requires a stacking study signed by a registered traffic or civil engineer covering service time per customer, arrival rate, peak demand hour and anticipated queue. Budget for the study before the CUP is filed.

  4. 04

Parking (Section 4-3-4): inside a center the center-wide rate applies (1 per 250 sq ft in 4.1, 1 per 222 in 4.2, 1 per 200 in 4.5 regional centers), and outdoor seating exclusive to one restaurant is counted as floor area. A permitted freestanding building parks separately at 1 per 166 sq ft in a 4.2 center and 1 per 100 in a 4.1 center. On its own parcel, fast food parks at 1 per 100 sq ft and a restaurant at 1 per 75 up to 6,000 sq ft, with exclusive outdoor cafe seating at 1 per 150.

  5. 05

Health plan check: the Orange County Health Care Agency Plan Check unit reviews plans for all new and remodeled food facilities, asks for a menu and equipment specification sheets, offers preliminary inspections at about 80 percent completion, and requires a health permit application before final inspection. Irvine's building department needs proof of the OCHCA plan approval.

  6. 06

Grease control: Irvine Ranch Water District requires new food service establishments on its sewer to submit plans and obtain a FOG Wastewater Discharge Permit (IRWD Rules and Regulations 7.13.6), with a $575 plan check fee and a $275 permit and initial inspection fee. Interceptors are sized with California Plumbing Code Table 1014.3.6, and a shared interceptor needs a landlord letter. IRWD can classify a site as a Limited Food Preparation facility that does not need the permit, so ask early whether a beverage-focused menu qualifies.
