Medical Retail Space in Yorba Linda

Medical users in Yorba Linda cluster in two places on Yorba Linda Boulevard. The west end, from about 16600 to 16700 E. Yorba Linda Blvd near Rose Drive, has UCI Health's outpatient center, a MemorialCare-listed physical therapy clinic and, until May 2026, a UCI orthopaedic site, with Labcorp nearby on Rose Drive. The second is UCI Health's larger imaging and specialty center at 18637 Yorba Linda Boulevard, east of the Town Center corner at Imperial Highway. The city's commercial table permits medical and dental clinics under 10,000 sq ft by right in all three commercial zones, so smaller practices can go into neighborhood centers without a hearing.

What to diligence before LOI

  1. 01

Size threshold: Table 18.12-1 (Section 18.12.050) permits a medical/dental clinic of less than 10,000 sq ft by right in C-O, C-N and C-G. A clinic of 10,000 sq ft or more located in a center with shared parking needs a CUP in all three zones, heard by the Planning Commission (Section 18.36.230). Keep a first lease under 10,000 sq ft unless the timeline allows a hearing. Sample laboratories are permitted in all three zones.

  2. 02

Parking: Table 18.22-1 parks medical, dental and other health offices at 1 space per 200 sq ft, the same rate as general retail, and a shopping center of 25,000 sq ft or more parks at 5 per 1,000 for mixed occupancies (18.22.030.A.5). So a retail-to-medical change in the same suite should not raise the count, and Section 18.22.020.C adds no parking where a change raises the requirement by less than 10%. Get Planning to confirm the count for your suite.

  3. 03

Second-generation space: UCI Health lists its orthopaedic site at 16611 E. Yorba Linda Blvd as permanently closed as of May 1, 2026. Ask the owner whether that space is available and which medical improvements remain before pricing a new build-out on that block.

  4. 04

Imaging and dental X-ray: the California Department of Public Health's Radiologic Health Branch says 17 CCR 30108 requires registering any X-ray machine within 30 days of acquiring it, and registration runs two years. Ask the Yorba Linda Building Division early what shielding, plumbing and accessible restroom documentation it will need on the plans.

  5. 05

Two-story and residential edges: where a commercial lot abuts a residential zone, Section 18.12.070.B bars a two-story building without a Planning Commission CUP and Section 18.12.070.A requires a 50-foot setback. This matters for ground-up medical office on Yorba Linda Boulevard lots that back onto homes.

  6. 06

Specific plan and PD sites: if the parcel is inside the Yorba Linda Town Center Specific Plan or one of the PD-1 to PD-30 zones the city maps, its own use list may govern instead of Table 18.12-1. Check the governing document on Map Yorba Linda before relying on the by-right clinic rule.
