CG only: Section 211.04 lists Animal Grooming and Animals, Retail Sales as permitted, and Animal Boarding and Animal Hospitals as Zoning Administrator conditional use permits, but only in the CG district. None of the Animal Sales and Services uses is allowed in CO or CV, so office-zoned buildings and visitor-serving coastal sites are out.

Kennel spacing: limitation L-16 in Section 211.05 bars keeping any kennel within 200 feet of a residential use and refers to Municipal Code Section 7.12.150. Chapter 204 folds kennels into Animal Boarding, so a day care or boarding operator should measure 200 feet from the nearest home, not just the nearest residential zone line, before touring.

Know which label you are: Chapter 204 lets a groomer board animals up to 48 hours, lets a pet store groom and board non-sale animals up to 48 hours inside an enclosed building, and lets an animal hospital board up to 30 days if incidental, but only if the hospital is entirely enclosed, soundproofed and air-conditioned. Anything beyond those limits is Animal Boarding and needs the ZA CUP. Parking is 1 space per 200 sq ft for all of these under Section 231.04, the same as retail.

Beach and Edinger sites: the Beach and Edinger Corridors Specific Plan lists indoor veterinary clinics under Medical Services, which its use charts permit in the Town Center Boulevard and Neighborhood Boulevard Segments. Grooming and boarding are not named, and the plan says unlisted uses may be permitted only if the Planning Director finds they fit the plan's purpose, so get that determination in writing for a groomer or day care on Beach or Edinger.

Vet build-out: Business and Professions Code Section 4853 requires the premises itself to be registered with the Veterinary Medical Board under a named licensee manager, and 16 CCR 2030 sets the minimum floor plan, including a reception area, an exam room separate from other areas, animal compartments with separation for contagious animals, and a dedicated aseptic surgery room with no open-drain sink and full non-porous doors. Check that the suite can hold those rooms before you sign.
