Newport Beach / Coastal Orange County

Pet Service Space in Newport Beach

Pet services in Newport Beach are small-format and sit in the Irvine Company neighborhood centers. Newport North at MacArthur and Bison is the clearest node, with Petrichor Pet Salon and UrbanVet in one center. Harbor View has The Pet Oasis in the same center as Gelson's, and Newport Coast Shopping Center has Newport Animal Hospital in the same center as Pavilions. We found no big-box pet chain in the city: Petco's store directory has no Newport Beach page, and PetSmart's California list includes Costa Mesa but not Newport Beach. For boarding or daycare, the OA (Office Airport) district is the only district where the code permits boarding by right, and it permits vet clinics by right as well.

What to diligence before LOI

  1. 01

Use table by district: current Zoning Code Table 2-5 permits Animal Grooming and Animal Retail Sales by right in CC, CG, CN and CV, but requires a conditional use permit for Veterinary Services and for Animal Boarding/Kennels in CC, CG and CN, and allows neither in CM or CV. In the office districts (Table 2-4), OA permits boarding, grooming and vet clinics by right. OG and OR allow grooming with a minor use permit, OR allows boarding with a CUP, and vets need a CUP in OG, OM and OR. CUPs go to the Planning Commission or a Hearing Officer (Section 20.52.020).

  2. 02

Grooming rules: Section 20.48.050(B) requires a grooming shop to be fully enclosed, soundproofed and air-conditioned, and bans boarding, outside runs or cages, outside trash containers and offensive odors. Retail pet stores follow the same rules and may groom only as an incidental use (Section 20.48.050(C)). Plan the HVAC, exhaust and sound isolation into the tenant improvement, since in-line shop suites share demising walls with their neighbors.

  3. 03

Vet clinics: Section 20.48.050(D) requires animal hospitals and clinics to be enclosed, soundproofed and air-conditioned, bans outside runs and animal cremation, and allows temporary boarding as an accessory use. The California Veterinary Medical Board registers and inspects veterinary premises, and a practice doing aseptic surgery needs a separate surgery room with full, closable, non-porous doors and emergency lighting (16 CCR 2030(g)).

  4. 04

Boarding and daycare: the Zoning Code defines a boarding/kennel use as more than three dogs over four months old (or three cats or other animals) kept for compensation, and Section 20.48.050(A) sends any site keeping four or more dogs or cats over three months old to Municipal Code Chapter 7.35 (Regulation of Kennels). Read Chapter 7.35 with Planning before signing, because a daycare at that size is a kennel under both.

  5. 05

Parking: Table 3-10 (Section 20.40.040) sets animal boarding, grooming and animal hospitals at 1 space per 400 sq ft, lighter than retail at 1 per 250. Animal retail sales are 1 per 250. In a center of 100,000 sq ft or less with restaurants at 15 percent or less of the floor area, the center can instead use 1 per 200 overall (Section 20.40.050).

  6. 06

District check: the neighborhood centers named here are Irvine Company properties, and the City keeps separate Planned Community texts that can replace Tables 2-4 and 2-5. Confirm the district for the address before relying on the table.
